Yes. Rust needs a chemical approach rather than pressure — we use an oxalic acid treatment that dissolves the iron staining. Turning up the pressure on rust just etches the concrete around it and leaves the stain.
Almost always irrigation. Well water on the Emerald Coast carries iron, and sprinkler overspray deposits it on concrete where it oxidises. Fertilizer with iron does the same thing.
The stain will not return on its own, but the source will keep depositing iron. Adjusting sprinkler heads away from concrete is the fix that makes it last.
